Mexican PE License 2

I have googled this till I am blue in the face - maybe missing something. NCEES does not seem to have anything either.

Bottom Line - Does anyone know the requirments or how to get a Mexican (NOT New Mexico - already have that) Professional Engineering License??

From what I can find - they really did not have much licensing before 1995 and it maybe a Federal License and not by "state".

Any help would be appreciated.

One of the requirements is to speak and write fluent SPANISH.

TX has a reciprocity agreement with Mexico and I bet the board doesn't require Mexican applicants to speak and write fluent english.

My point is that US state boards are somewhat naive (or do they just want the revenues?) in agreeing to reciprocity deals with other countries and yet the other countries have built in barriers to entry.

I think for language, the US does not have an official language. Thus, you can not force somebody from the out side coming into the US to speak English. However, to be employed in Corporate America, you must speak fluent English.
