When dealing with the required amount of Fresh air a building must have, the size of the unit is getting astronomical. What ways can the fresh air requirements be meet and the HVAC equipment not be huge.

I have heard losely of taking 15% of the fresh air and sizing the unit, then just dampering in 85% unconditioned air to satisfy the requirement. Please help

A better way to meet the fresh air requirements, and not have 'huge' equipment is to consider some form of heat recovery. A heat wheel (for instance) will recover sensible and latent heat and reduce the amount of reheat (or recool) that your outdoor air requires.

Most of the major air handling companies have heat recovery options.
