MIL SPEC or standard for paint/primer application?

I'm looking for a MIL-SPEC or standard that covers the application of:

1. High solids polyurethane topcoat
2. zinc chromate primer

I have the standards that cover the type of primer and topcoat and the color, but I need something to cover the application.
