Mil tolerances for 10x6 reducer

I have 10" Sch.60 x 6" Sch.40 reducer in line. Does wall thickness of the reducer consideres Mill Tolerance of 12.5% same as pipe?

If the wall thickness isn't defined (B16.9 doesn't)... How can you put a tolerance on it? Or are you speaking specifically about at the ends for matching up to the Sch 40 pipe?
