Is this code book used by structural engineers for building design in the NYC area? The IBC 2003 refers to this book for snow loads but thats all. The rest like live load, seismic loads etc seems can be calculated using 2003 building code.

Are you talking about ASCE-7-05 "Minimum Design Loads for Buildings and Other Structures"? This is the most common source for determining various types of loads. Most building codes refer to it.
