Minimum reinforcing in footing 1

For isolated concrete footing, I check the required flextural rebar with 0.002bh (minimum) and the temperature rebar with 0.0018bh. Is this a conservative method when the foundation depth is shallow?

In some environs, footings are exempt from minimum flexural reinforcing requirements. For small footings I often use unreinforced plain concrete. If your minimum steel meets your flexural needs, then you should be run with it.
