Hi,

I am not familiar with this "M" maximum material requirement.

Given the drawing like below, I understand that if OD is machined at 40.5mm, we can apply 0.06 runout. (and at 40.53mm, apply 0.03 runout).

How do I calculate if the OD is at 40.51mm, what total runout tolerance should be applied?

"How do I calculate" You don't... Total Runnout for all industry standards can only be applied at RFS (Regardless of Feature size).

This is a faulty specification.
 
Seconding the faulty specification. Total Runout is a form tolerance that is specifically to exclude size.

If it was a position geometric characteristic symbol, then size could be considered.
