Im after some infomation on the rules and regs concerning Appointed Person and if you must be qualified to hold this title or will experience and references be enough .Some helpful advice would be most welcome.

I think that you need to be more specific about your jurisdiction. The specific rules & regs will be different in Ohio, Ontario, or Oman ....
