Is that possible ? How to do that ?

You can rotate this part with respect to global CSYS as you wiah using tools available in the Assembly module.

Why do you need that? Usually you can assign things and also visualize results in a local coordinate system. There is rarely a need to rotate the instance in the Assembly module.
