Dear vkmummer,

whats stiffeners you proposed are okay for Major axis. For minor axis moment resistance you need to provide stiffener on web of I section. And try to increase distance between bolt (shown 55 mm) . for moment connection try to keep bolt away as much as possible then only it will act as a moment connection and tension in the bolt will be less. And in attached PDF (page 4) the bolt position you shown is for Hinged connection and not for moment. Try to keep bolt out side of I section. try to Provide web stiffener for lower beam at the connection point other wise top flange of bottom beam will be rotate. And while designing lower beam consider this lateral load and torsion in design. Please check all these points.


 
I hope there is not much moment because that supporting beam will deflect a lot under torsion. Do you have to do the torsion connection for the supporting beam as well?
 
Weld a piece of 4" x 2 1/2" channel (MC4x13.8) onto the outside face of the column with a cap plate. Anchor through the cap plate. The minor axis bending all comes from the column flanges.

That support is used as a hinged support for 6" pipe. So deflection will be arrested. Hence moment to transfer. Moreover how to design torsion connection
