Motorized Zone Control Valve - What does this mean?

Dear Experts!,

I would appreciate your feedback on this.

The following paragraph is extracted from UAE Fire Code. What does this mean? Is this talk about Automatic Zone Check Valve or something else?

Nope. It's a motorized floor control valve (MFCV). It is required to have a switch at the Fire Command Center. Activation of the switch either closes or opens closes the floor control valve serving the floor where the sprinklers are operating. If you have a 30 story building, one would be required to provide 30 MFCVs. A control panel for MFCVs is required inside the Fire Command Center. My understanding of the requirement is the system requires a means of de-activating the valve, which I assume is de-energizing the valve. The state of each valve (Open, Closed, No Power) is required to be displayed at the MFCV panel.

This is not a conventional design based on US Codes and Standards. This also has several obvious failure paths in my opinion and as an AHJ I wouldn't accept it. But this appears to be a requirement of the UAE Civil Defence so you need to provide space for electrical conduit for the MOV power and signals and include this panel in the fire command center design.

I should get into the Zone Control Valve business in the UAE.

I don't understand why this is being required by civil defense to control, or de-activate the desired floor sprinkler during fire?

Thank you for your input.
I have gone though the link given, found that there is inconsistency between the image and the description. It seems that the content being copied from wikipedia, wherein talk about "a specific type of valve used to control the flow of water or steam in a hydronic heating or cooling system". Nothing connected with fire sprinkler system.
