Move component by constraints

I'm currently training over in Savannah GA, and all of a sudden when I have tried to demonstrate move a component my constraints, the option is inactive and I cannot select it, one of the other trainin machines is displaying the same behavior whilst the rest work fine. My lap top has been fine for the last 6 weeks, so why would it suddenly change???

could it because your components are only partially loaded?
