if i have an assembly where movement of a component is desirable (purposely one unconstrained DOF), each movement results in the system wanting to regenerate. Is this how it is? or does a parts have to be marked as movable?

If you're talking about the assembly having to be rebuilt then, yes. The assembly must be rebuilt after parts move.

Look up "flexible subassembly" in help. Flexible is the key SolidWorks terminology for what you desire.
