Multi-step analysis with dynamic implicit

I am trying to do an analysis that includes two steps, both steps are dynamic implicit but with different configuration and each of them have various configuration.
The problem that I have is that, when I apply a pressure in step one, although I have deactivated in step two, it continuous to step two.
Can anyone help me why it happens?

In general analysis steps (such as dynamic implciit) the starting condition of the second step is the ending condition from the first step.

That is true, but I have pressure as load, that I deactivate it in my second step, but it continues to affect.
Imagine, I have a balloon, in the first step, I inflate it with 60 Kpa, in the second step I apply external force to the surface.
 
That's strange, are you sure that this load is deactivated in the second step (you can check it in Load Manager) ? Have you checked the reactions to see whether the load from the first step is actually propagated to the second one or not ?
 
Yes, I have deactivated.
I also checked the reactions, to make sure if it continues, which it does.
The only way is to set the first step as static general and second one as dynamic implicit.
Which is not the best solution, but it is the only way to bypass this problem.
 
Normally it shouldn’t work like that. Which version of Abaqus do you use ? Have you tried testing this on some very simple example ?
