Multiple pressure vessels with the same national board number 1

Scenerio:
I have a pressure vessel with the National Board #23 on site. I buy a pressure vessel with the same national board number from another location. I live in a jurisdiction that requires all pressure vessels to be registered with the state.

1. Who issues the actual NB numbers?
2. How would this scenerio pan out? Would the state just issue their state number with a "who cares" about the NB number?

1. The NB number is issued by the Manufacturer or Engineering Contractor that stamped the vessel.
2. The NB number is a sequencial number based on that particular certificate holder's certificate number. If Company A with Certificate number 123 provides a vessel with NB# 23, that means it is ~the 23rd vessel that company has supplied. If Company B with a Certificate number 456 provides a similar vessel with NB#23, that means it is ~the 23rd vessel supplied by that company. The state would look at it as NB#23 for certificate number 123, and NB#23 for certificate number 456. That differenciates the two.

I have always heard the National Board number is issued by the National Board of Boiler and Pressure Vessel Inspectors

This aspect of the National Board's program to register vessels is really a service to provide vessel owners and vessel repair organizations with access to critical vessel design and manufacturing data irregardless of whether or not the original fabricator is still in business. Organizations must be 'authorized' by NB to register vessels fabricated by them.
While our principal business is the design and fabrication of new vessels and exchangers, we often receive older pressure containing equipment for alterations or repairs. I've used the service many times to receive data reports for vessels manufactured 20 or 30 years previous by a manufacturer that's now long since disappeared. As long as I know the manufacturer and the NB # I can quickly get a copy of the original data report.
