Multiwythe Brick Shear Wall

Modifying an existing building. Multiwythe brick bearing wall construction. Affecting the building enough that the entire system must be brought up to code. Can you utilize multiwythe brick walls as shear walls? I don't think so but others at my company do. I mean, even if you were allowed, any uplift couldn't be resisted. Any advice or references would be appreciated.

Insert reinforcing into the spaces between the wythes and fill with grout to produce a wall that can take uplift. detail connections,(lap splice or mechanical connections), at foundation and roof joinings.
