My stress engineer tells me that Caesar is placing a lower temperature limit of -35 C, or something, for ASTM A333, however I need to investigate an even lower temperature. Can the limit be overridden?

I believe using "Material 21" allows for a user defined material. That is how I would work around it.
 
Min. Temperature for A333 grade 1 is -50 deg Fahrenheit(-45.5 deg Celsius) according to ASME B31.3. Bellow this temperature, allowable stress should be specified.
 
The CAESAR II material database contains the data as specified in the Piping Codes. If a certain Code does not define data for a certain temperature, you won't find it in the CAESAR II material database.

Very good policy and it should be the default mode, howerver IMO there should be a workaround for those that either think that they know what they are doing, or for pipe design that does not have to conform to a code.

The only work around is to modify the data for that material in the database. This can be done through the use of the "Material Database Editor", off of the "Utilities" menu.

This tool doesn't actually modify the database shipped with CAESAR II, rather this Editor updates a "user material file". This "user material file", can be further modified, moved, or deleted as necessary.
