NACE MR0175 : ISO 15156 Material conformance 1

I recently inspected a SA 106 pipe for my project and I faced the following problem.
Statement in our client specification for sour service: "Material shall meet the requirements of Nace MR0175/ISO15156". No specific statements regarding HIC/SSC test.
Statement in the Material test certificate (MTC): "Material complying NACE MR0175: ISO 15156 hardness requirements only"
My interpretation after reviewing MTC: Heat treatment condition, hardness value and Sulphur content are within the limit as per NACE. Hence I accepted the material.
Client interpretation after reviewing MTC: Material is not fully complying with NACE MR0175: ISO 15156 requirements (by citing hardness only statement). Hence he rejected. Further he shown some sample pipe MTC from other pipe manufacturer with open statement " Material complying NACE MR0175: ISO 15156". As per my client, with that statement pipe manufacturer certifying that his product is suitable to use in wet H2S environment. Please note that my client does not insisting to do HIC/SSC tests, but he just want that statement in the MTC " Material complying NACE MR0175: ISO 15156".
Now you experts please share your interpretation to resolve this issue.

Check Appendix A.2.1.2

It is stated, carbon and low alloy steels are acceptable at 22 HRC maximum hardness provided they contain less than 1% mass fraction nickel, are not free-machining steels and are used in one of the following heat-treatment conditions:

a) Hot-rolled
b) annealed
c) normalized
d) normalized and tempered
e) normalized, austenitized, quenched, and tempered
f) austenitized, quenched and tempered

In conclusion, the hardness at maximum is 22 HRC (One of the NACE requirements). The material certificate you currently have may have exceed 22 HRC. If you can, please attach the material certificate so that we can judge for you accordingly.

QUESTION:
Is it the intent of NACE MR0175/ISO 15156-2 that material manufacturers state on the Material Test Certificates that material conforms to the NACE standard even though no operating criteria are known?

ANSWER:
Certification requirements are outside the scope of the standard and there are no stipulations concerning certification in NACE MR0175/ISO 15156.
The compliance with the NACE/ISO standard of a material for use in H2S-containing environments in oil and gas can only be assessed for the material in its final product form and this may differ metallurgically from that of the material supplied by the materials manufacturer. In addition, compliance with the standard also depends on the cracking mechanisms that have to be considered.
NACE MR0175/ISO 15156-2, Clause 9, Annex E (Informative) and NACE MR0175/ISO 15156-3, 7.2, Annex C (Informative) make some suggestions on how materials manufacturers and other suppliers might mark their materials to indicate the evaluation (testing) that they have carried out.

In addition, customer may need hardness test after the manufacturing.

If the customer didn't state how the compliance was to be assured then meeting the listed criteria (chem, processing, hardness) is adequate. In the case of your MTR the "hardness only" is odd because they also meet the chem and processing.
Though it is common to see "meets NACE MR0175 hardness" on an MTR.
If they wanted specific wording then it must be on their PO, otherwise they didn't ask for it.
