NCSP-2015 to ASCE 7

I need to design a steel structure in the Philippines. I've calculated seismic loads according to NSCP 2015, but the structural design must comply with ASCE 7, AISC 360, and AISC 341. In NSCP 2015, if I use R=3, seismic detailing provisions are not required. However, under ASCE 7, structures classified in Seismic Design Categories D through F must adhere to AISC 341 requirements, regardless of the R-value. My current design base shear from NSCP is 0.55w. Should I equate the base shear from NSCP with the one derived from ASCE 7 to determine if the structure falls into Seismic Design Category D, or is there another recommended method to reconcile these two code approaches?
