Due to my little knowledge and also based on the need to use ASME I and ASME B 31.1 for the construction of a boiler and its power piping, in which items of these codes are defined the correct time to apply the non-destructive tests. In other words, before or after post weld heat treatment?

It is not hard to satisfy the conditions of 131.6. Preheat maintenance is an essential variable for most processes. I have seen countless P5A welds done to B31.1 with none having preheat maintenance. Near impossible with any commute to a Heat Treat Facility.
All were RT after PWHT per 136.4.1

The time has come for you to ask the question, WHY are NDE made after PWHT?
I am sure that some student will ask you.

David,
Agree 100% with your comments.
My mistake was quoting from an old edition of B31.1.
After hunting down a later edition (still not the latest) it is evident the answers to the OPs question are in 136.4.1 as you noted.
Cheers,
Shane
