Is there a NDT instrument that can measure mechanical properties? Such as ultrasonic, eddy current NDT? I realize known standards would probably be needed to calibrate such a device/method. What I have is a wrought aluminum stucture that I would like to measure its yield or tensile strength non-destructively. Hardness testing is not acceptable.

There are micro mechanical tests. These methods use two pins that indent the surface and then they are moved slightly. You end up with what look like hardness test marks, but you have a better idea of actual strengths.

If you are only interested in screening substandard material, there is a correlation between conductivity and hardness for aluminum alloys. There is also a correlation between hardness and tensile (ASTM E18). If you have access to the charts, you could correlate conductivity values with approximate tensile using that rabbit trail but it would only be a rough estimate.

Search on "materials characterisation" or search the WCNDT papers over the last few years. Much research information on there about the subject.
 
Actually ASTM E 18 does not include any information on correlating hardness and tensile strength. ISO 18265 is the best source of this information, including data on the full range of hardnesses expected for wrought and cast alloys.
