110.26(C) was revised in the 2005 NEC to pertain to equipment rated 1200A or more that contains overcurrent devices, switching devices or control devices. This deleted the exclusion of equipment less than 6'-0" in width.

Would a 1200A bus duct riser be defined as such equipment, subjected to the requirements of this section?

The busduct would not be the type of equipment covered by this rule as it does not contain overcurrent devices, switching devices or control devices. Also the 6' part of the rule is being restored for the 2008 code.
