Need for EGC in High Impedance Grounded System - NEC design

Once again posting this question for NEC based power distributiin design: Is it required for NEC based designs to use Equipment Grounding Conductor?

Article 250.36 High Impedance Grounded Neutral systems does not mention it (see A to G). Similarly, later in Part VII Methods of EGC Connection again does not mention high-impedance grounded systems. The only oblique reference which we get is in Article 250.4 (5) which says: "facilitating the operation of the overcurrent device or ground detector for high impedance grounded system." "The earth shall not be considered as an effective ground fault current path".

But for the sake of debate, one can always say that installing a core balance CT on a feeder ckt can easily ensure detection of gnd fault with suitable value in ground fault detection relay, which is usually in milliamps.

Equipment grounding conductor is required by the NEC even for high-resistance grounded systems.
