Need Help - Electrical - Temporary Power Distribution 1

See attached photographs for a picture of what we encountered during a safety inspection.

The temporary power distribution panels were found during an area safety inspection. I am not an electrician, but at least 2 of the 3 don't look right to me. Temp Power2 may be ok in that at least the cord connectors are twist lock connectors. Temp Power1 and Temp Power3, I believe, do not comply with any code or standard. Temp Power1 has surface mounted receptacle boxes used as the cord connector, Temp Power 3 is using standard 120v cord connectors.

Before I pursue this further, I would like to read your opinions either supporting or refuting my initial impressions.

# 1. Wrong boxes, wrong cable grips, recieptacles not labeled with circuit numers. You can't get into the panel because the tables is in the way. Reject the whole installation.
# 2. Disconnects are to low. Cord cap are laying on the floor. Cord caps are not identified. Operating handle on # 3 is bent. This does not look to be installed. the unistrut is not connected to anything. The main Plug (blue) is not connected. This looksl like it's in storage.
# 3. The cable clamps on the panel bottom don't show. The cord caps are not labeled with circuit numberes.

All the 120 volt circuits should be fed from GFI breakers.
 
A disaster waiting to happen. Do not even think of accepting this. Liability... Get a licensed contractor to supply equipment according to the relevant standards where you are.
You can probably get readymade panels according to codes from established electrical supply companies, which are designed for the special risks and conditions on construction sites.

Last week we had a fire that contaminated about a million library books in our UC library. It was caused by an electrical fire in the adjacent construction area of an addition. I have new insight on it now.
