Need help with t-min calculation on above ground storage tank

I'm having trouble with the t-min calculation for an above ground storage tank.
I followed instructions in API 653, but the final answer does not look correct, see below.

Tmin-?
D - 28.5'
G - 1.00
S - 24,900
E - .100
H - 45.9'-1 = 44.9'

Tmin = 2.6(H-1)DG/SE

Tmin = 2.6 x 44.9' x 28.5 x 1.00 = 3327.09 = 1.336
24,900 x .100 = 2,490

This t-min does not look correct because shell course #1 thickness is .250", sketch plate is .250" and and remaining floor is .312"

Take E = 1, you get t[sub]min[/sub] as 0.133"
