Need to confirm Residual Pressure with Hyd Calcs

Hi, I am student of sorts in that I am always learning about sprinkler systems. I am looking at a Hydraulic placard with the following:
.20 over 1,950 sq. ft. delivering 516.6 gpm at 103.6 psi. The main drain test is 55 static and 45 residual. I am seeing on the M/D test that the system failed due to the placard shows a design of 103.6psi but the Main Drain test is a 45 residual pressure. It is also indicated that they need to get the correct calcs on the placard or have the system redesigned. The static pressure is 55 psi. Is this an impossible design? Meaning if I only have 55 at the BOR static, will I ever be able to acheive the 103.6 psi as the calc on the placard calls for? I don't have access to design software and can't really find the logic behind this in NFPA 13.
