Neoprene O-ring gasket

I am trying to determine the gasket factor, m, and the seating stress,y, of a 1/2" neoprene type o-ring gasket.

ASME VIII, Div 1 (table 2.5-1) states that these are self-energizing and that the m and y values are both zero.

Can I really use valued of 0 for both of these? I am trying to determine my bolt loads required to seal.

depending on whether static or dynamic seal, the goal is initially to compress the o-ring 10% or so, and that is built into the geometry via groove dimensions.
If the bolts are securing a cover, then they must apply enough preload to clamp metal-to-metal (easy) and also withstand whatever maximum pressure is going to be without allowing the joint faces to separate and release or even just upset the o-ring.

Improper finishes on any of the 3 sealing surfaces can create a curious problem situation with leaks at low pressure, OR high pressure OR when pressure changes.
 
engpes, confirm, m & y = zero for O-ring gasket.

Please note, you are not determining bolt loads required to "seal", just bolt loads to use for flange design.
