New crude and multi product tank piping tie in works

having to supervise tie in of new crude and multi product (naptha/diesel/jet/gasoline)piping works for our refinery is
a new task for me. please give me some tips on what majors factors
to consider and documenation required from my contractor so the works can be
completed in a safest way possible.

The documentation should all be listed and specified in your scope of works, construction specification and contract.

You should have at least all test records (welding, hydrotest, MPI etc), material certificates for pipe, fittings and equipment (valves etc)

There's nothing too special or different than any other piping works for the products you mention, but you need to be very careful for the jet line that your pipe is very clean and dry or there is allowance for flushing of the lines with jet fuel before use.

Thanks so much LittleInch for the tips. The contractor has actually submitted method statements for all the required tie-points. we will need to review this and your tip about the required documentation and jet A1 flushing is appreciated.
 
The electrical hazardous area classification drawings for the existing facility will most likely affect the location of these tie ins. Also talk to the plant owner about requirements for carrying out hot work while lines are running, heavy lifts over live lines and equipment, positive double or single block and bleed isolation requirements. Also there may be unknown interference from projects running in parallel with this one.

Unless you've got things very well defined, cost and schedule overruns from your contractor are very likely. You may get clobbered by the Plant Operations team also during handover for shoddy and or hastily done work by this contractor.
 
Thanks georgeverghese for the tips. yes our facility does have hazardous area classification zoning which I will
look up. i understanding we will be transferring all our products in line to tanks and pipelines emptied safely
to ensure no discharge to environment when we brake flanges (for tie points which are blind flanged already). and yes contractor will need to hand to us the isolation requirements checklist for our approval before cold cutting of the
other tie in points on lines that require cutting.
