A box store Hotpoint, 7 cu ft freezer. With C-Pentane for refrigerant. How safe are these? If they are laid on a side to move, how long do they need to be upright before powering up?

Ask the manufacturer.
Why lay on side? This likely isn't structurally sound and there sure is some language saying to only transport and store them upright.

Read the manual?

Normally they say leave them 1-2 hours before you turn it on once its in its final position.

It might gurgle a bit once you plug it in but should quickly settle down.
