new hole / position / sketch question

Is there a way to turn off the behaviour, when I start the new hole position by sketch, the sketch behaviour to orient to view on sketch ?

That behavior can be disabled for ALL Sketches IN YOUR CURRENT SESSION, including the Hole positioning Sketch, by going to Preferences -> Sketch... and toggling OFF the 'Change View Orientation' option.

Now if you wish to disable this behavior for all sessions, you will need to go to Customer Defaults -> Sketcher -> General... and toggle OFF the 'Change View Orientation' option there.
