NFPA 11 : foam expansion ratio for fire fighting

I am designing a fire fighting system for a storage tank according to the NFPA standard (NFPA 11 to be precise)

my question: is the expansion ratio for low expansion foam included in the discharge rate in the NFPA 11?

if it is included, what is the ratio
