NFPA 70E PPE

NFPA 70E and OSHA dictates the types of PPE to be worn at different risk levels. My daily routine envolves 15kv. My employer purchased the PPE (Arc Flash suits) for this level more than a year ago but has not issued same. When they do, they have hinted the PPE may be community property and not an individual set for each person.

I'm looking for the following information:

1) Is it within regs. to issue PPE in such a way or is PPE as its name suggests "Personal Safety Equipment". I am not expected to share a hard hat, shoes or high voltage gloves and harness with other employees!

2) Given OSHA regs. on workplace safety and providing protective equipment suitable for risk levels, shouldn't the protective equipment have been issued as soon as it was available?

What kind of FR clothing are you asking about? If you are refering to flash suits, helmets with face shield, switching jackets, etc. it is common to have these as "community" property. FR clothing that is like street clothes are issued to the individual, either by using a rental uniform company or providing an allowance to the employee to purchase.
As far as issuing, as long as the equipment is available to the employee when needed and has been trained on the hazards and use of PPE, then it's okay.
I believe that the use of Personal in PPE refers to that it is equipment to protect an individual, not that it is owned by a person.

PPE can be shared as long as this doesn't present a health issue and equipment is available. Many plants put the arc suits in or just outside the electrical rooms so it is available when needed.

For the lower level PPE (8 cal/cm2 or less), this is often provided on an individual basis, since these are typically shirts and pants that can be worn all the time.
