Non uniform external pressure

Dear all,
I am looking thoroughly on the topic of a non-uniform external pressure on a buried horizontal storage tank.
I can’t find any publication or guidelines to help achieve some kind of sets of equations to calculate the different stresses induced by a non uniform external pressure on a thin walled cylinder.
Can anyone please point me to a useful direction?

Sounds like you need some sort of FEA analysis to me.

What sort of "non uniform" do you mean?

This is quite strange so won't be covered by most normal equations.

The nonuniform pressure is due to a load on top of the terrain in which the vessel is buried.
I’m kind of confused because usually the concrete and such above the tank withhold the forces, but in this case, they want the tank to withhold the above ground forces.
I have read briefly EEMUA PUB 190, and it can very well be used to calculate the loads, but i’m failing to understand how i should interpret them for a double skin storage tank.
Only thing I can think of (i dont know if it can work) is if i assumed this load as a uniform pressure from lets say -alpha to + alpha, and then treat it as per ASME VIII, and if it’s below the critical pressure of the outer skin, then it can hold it. Please any feedback would help.

You might check some of the references for underground piping, AWWA M11, for example, where this is a common loading.
