non-uniform weld

Can you fail a weld because of non uniform as per d1.1, I ask because I did not see anything on non-uniform in the acceptance criteria and I got some major ugly welding going on.

Are you talking about unequal fillet weld legs?
 
Yes, there are visual inspection criteria that NDE techs and welding inspectors "should know" by training.

Photograph the suspect welds.

Are you the owner, the designer, contractor, or a third party?
 
"Ugly welds" may be only ugly in the eye of the beholder.
If the welds comply with the requirements of Table 6.1 then there is nothing you can do.
You commented in another post that you are the owners representative and you also queried whether the welders are "certified".
Why are you asking us ? As the owners representative you should be requestiñg the contractor provide you with the welders qualification / certification.
Most contracts have a clause where the owner can perform additional NDT if they have concerns.
If you are concerned then perform RT or UT on the joints you are worried about.
