i've got stair treads made of compressed rubber granules, need to stick them permanently to concrete steps, which are painted with oil-based enamel. suggestions? (i don't need much, like a quart can of something.) thanks in advance.

Bonding rubber can be very challenging, especially when you know nothing about the rubber formulation. Rubber often has internal mold release added which interferes with bonding. A 2-part epoxy and an acetone wipe of the surfaces might work.

Indoor or outdoor?
regardless I'd expect bond probllems with the paint to the concrete.

How long has the paint been in service?
How is the paint holding up so far to foot traffic ( and weather, if exterior)?
 
project is done, treads holding nicely, used compositepro's advice. thanks to all who replied.
