Your question is not clear regarding normalized plate. Can you please re-state? Plate materials in ASME code construction is limited to approved materials listed in Section II, Part D or code cases.
If the material is permitted for use by the construction Code in the normalized condition you may normalize it. The material must be represented by acceptable mechanical test results meeting the specification requirements. The testing may be performed by the mill or the by you on a coupon(s) which was normalized.
ASME REQUIREMENT: Plates with thickness less than or equal to 40 mm are normally supplied in the as-rolled condition. The plates may be ordered normalized or stress relieved, or both (If clients specification says so). Plates over 40 mm in thickness shall be normalized.

The stipulation is that after rolling the plate must be heated to the minimum temperature for austenitizing before cooling for a normalization heat treatment. Hot rolling and air cooling is not normalizing, it is as-rolled.
