Hi All,
Is there any way to tell if the soil is over-consolidated or normally consolidated just based on Atterberg results, moisture contents, SPT N-values and pocket penetrometer?

other than sensitive marine clays, if the water content is at the liquid limit, that's typically reflective of normal consolidation.

in marine clays, it can be a bit different. If a pocket penetrometer shows undrained shear strength different than some Su/P' ratio, it could have some stress history? Certainly can't go by blow counts in sensitive marine clays!

Hey Silty look up the following it is a good resource for correlating any field or lab test to soil properties. Its a bit dated but you can track down more recent correlations by reviewing the citations and who's been citing them.

Be careful with oven dried moisture content. If soft clay is likely to be encountered, go CPTu/DMT. SPT and pocket penetrometer are crude for soft clay/silt.
