Very simple question but got me confused,
when it is written like thus
2X240 mm2 feeders from surface
Does this mean, two feeders with each feeder having an individual conductor diameter of 240 mm2.
Please advise, how these notations work.

SO, I presume that means I have two feeders with three conductor each. In more simple terms, two power feeds.
Am I correct?

No, 2 CONDUCTORS, not 2 feeders.

At a different place in the single line diagram, same things is written as 2X240 mm2 Feeders from bus 4800.
It is a three phase system. You still say it means two conductors. How can we have two condutors, that technically does not mean any thing.
I hope I am correct this time.

My guess would be that it means two feeders, each with 1-240 mm² (area not diameter) cable per phase. Without the full context (like, whatever does "from surface" mean), however, this is just a guess.
 
Better yet, what do you think it should be? What two elements (rating) it connects in the one-line diagram?

 
It means that you will have to pay 2x$120 per meter :)
