Notch Toughness Requirement A312 317L Pipe

We have A312 317 12" 40S Pipe, Design Pressure of 2750 kpa and Design temps at 420C with a MDMT of -43C. We are trying to figure out if our WPS would require impact testing.

(6) For austenitic stainless steels, impact testing is not required if the design minimum temperature is warmer than or equal to −104°C (−155°F),
and the stress ratio as defined in para. 323.2.2(b) is 0.3 or less. See also para. 323.2.2(g).

But I'm having a hard time trying to figure out what my Stress Ratio for this would be? Do we need Impact Testing?

Since you have pipe dimensions and design pressure, it should be possible to undertake the comparison in 323.2.2 (b) (1) at least.
 
You need to see the stress analysis results and also see the definition of 'stress ratio' in 323.2.2 b). Using the various stress criteria available in the stress analysis results and material allowable stress, you can find the stress ratio.
