Nozzle area reinforcement per Appendix 46 1

Hello everyone,
I am using ASME SEC VIII Div.2 rules per appendix 46 div.1 for nozzle reinforcement calculations in a Div.1 vessel. The nozzle is a custom forging (stub end) with a heavy barrel thickness thicker than the neck. Appendix 46-3(f) states, "Weld joint details shall be in accordance with Division 2, 4.2, with the exclusion of Category E welds".
1) Can the heavy-barrel neck taper angle be 30 degrees as shown in Div. 1 UW-16.1 sketch (g) or the taper angle shall be minimum 45° per Div.2 Table 4.2.13 Detail 7?
2) Does 46-3(f) apply to all other details of forgings such as r2, r4 shown in detail 7 table 4.2.13, or it only applies to the weld requirements (sizes)?

1) It should be 45°
2) Other details like r2 , r4 etc should also apply.

I base my replies on a simple understanding that Div 2 rules of Nozzle reinforcement are less conservative than Div 1. Hence other provision of Div 2 for reducing stress discontinuity like providing a smooth taper or radius etc should apply.
