I am designing pressure vessel as per ASME Sec VIII Div-1,having Nozzle passing thru vessel wall up to center line of vessel.
I have provide full penetration & fillet weld for Nozzle to shell attachment.
Is it mandatory to provide Nozzle to Shell Inside Fillet Weld Leg ?

Id sday no, unless calcualtions show that area replacement require them to be done to meet code requirements, or when the design envelope (drawings, calculations) provide such details as being mandatory.

Just to back up XL83NL's post.

Standard Designation: BPV Section VIII Div 1
Edition/Addenda:
Para./Fig./Table No:
Subject Description: Section VIII, Division 1, UW-16 and Fig. UW-16.1, Nozzle Fillet Welds
Date Issued: 09/24/1986
Record Number: BC84-169
Interpretation Number : VIII-1-86-89
Question(s) and Reply(ies):
Question (1): In Section VIII, Division 1 construction, is it acceptable to attach a nozzle neck that projects past the inner vessel surface [similar to Fig. UW-16.1 sketch (h)] with a full penetration groove weld and fillet weld on the outside only [similar to Fig. UW-16.1 sketch (c)]?

Reply (1): Yes.

Question (2): Would the use of the inside nozzle projection as reinforcement require an inside fillet weld?

Reply (2): No.

If you are reinforcing the nozzle using Appendix 46 (Div 2 rules), then you need to use div 2 weld details (App 46-3(f)), which require that there be an inside fillet weld.
Even if you are using Div 1 reinforcement rules, if the vessel is experiencing fatigue service, the fatigue assessment will require that there be an internal fillet weld.
