NX 1953 New Sketcher perimeter dimension

How do you handle adding a perimeter dimension to curves in the new sketcher? Picking an object does not give an option for a perimeter dimension.
I can add a perimeter dimension using to old dimension facility but it always shows up as over constrained, even when there are no other relationships, dimensions, or constraints applied/detectable.
I have had some over constrained perimeter dimensions convert to normal, but I have no clue how it happened.

I figured out how the conflict was being fixed,it happens when you exit the sketch. So the work around is to apply the perimeter dimension, then exit and re-enter the sketch.
