Possible. But - tool will work nose radius only, you will need a lot of passes...

Yes i know about a lot of passes, would you give me any tips how to do it properly or would you kindly send that part?

You can surely make an impeller on a 4 axis machine. Perhaps not all of them and not as easy as it would be on a 5 axis.

With regards to best practice ....

The best way to tackle this is to design an impeller around the cutting tools you have to machine. As you're modeling it in your CAD software, start with the basic revolve profile of the finished product, and only perform cuts and other operations to make the impeller from simple prismatic geometry. The more simple you keep, the more easy it becomes to machine.

I have never heard about impellers or propellers that weren't dictated by the aerodynamic or hydrodynamic shape...
The shape of the impeller is what it is, we simply have to manufacture it.
YouTube is full of videos of people demonstrating that they know nothing about propellers...

Many caps of coffee ago, many moons ago, at 2002 I have milled a same 4-axis impeller....

what material is that you cut this impeller in ?

In Tool Axis Control, you could try setting both the Min Angle from Part Axis and Max Angle from Part Axis to 90.
The processor may not like the restrictions, but it depens on your part.

Another option you should look at is to edit the path woth Tilt Tool axis to a user defined angle 90 degrees from the prt axis.
