Sorry !

l`m confused.

I don't see because I don't zoom to fit. !

If you click Orient View to Sketch, it will only zoom in on the active Sketch. If you do a Fit on the current View, it will include all visible geometry.

But I`m still want to know
if make sketch external/internal is obsolete.

In your supplied file, both sketches are external and there is no other feature available that could 'internalize' it. There is no "make sketch internal/external" option in the menu because it does not apply in the current situation. Try making an extrude from sketch(3), then right click on the extrude and you'll see a "make sketch internal" option.

Thanks Xwheelguy

I`m usually build my sketches on the
same csys but in this sketch I missed
that behavior and the sketch was out
of viewing.

By the way do you know why I don't
find the command make sketch external.

Ohh

Thank you very much Cowski
for quickly awake me.

Thank you.

Yeah, cowski's correct - you need to have a feature using/referencing the Sketch in order to make it external. If you don't have the Modeling Preference "Automatically Make Sketches Internal to Child Features" set, you will have to do it manually by clicking on the feature using the Sketch and choosing "Make Sketch Internal".
