I know this is a repeat topic, but I found a solution for this problem when we first "upgraded" to NX1953 series so I know it's possible. I just received a new PC and am going nuts trying to fix this again.
The problem: The "Position on Margin" setting is on when repositioning dimensions, callouts, notes and everything else that have already been placed. I can uncheck the option when initially placing the dimension, but if I need to move it after I place it the dimension starts snapping to the margin again.
I know I can hold 'Alt' to disable all snapping, however that is very annoying and I didn't need to do it before I got this new PC which is running the same version of NX
