I work with the "circular boundary on parent view has label with leader" setting for detailed views.
Is there a way to relocate the arrow once the view is placed ?

It works for me (NX3), but here is the complete posting.

Move the label while holding down the "Shift" key.

I can confirm this does not work in NX2.

It isn't very elegant, but you can change the "label on parent" setting to "boundary" (i.e. no label) and make your own label with the annotation editor. Then you can set the arrow origin wherever you like.

The location of the arrow is determined by where the cursor was when you dragged to get the detail boundary and let go. With a little thought you can usually get close enough that it doesn't look bad.

I usually sketch my view boundaries in expanded view.
You can do this after the fact and replace the boundary curve for view with the sketched circle. you can just expand the view and rotate the circle by using transform to change the arrow location.
