Is there a "trick" to getting the center axis of a cylinder to come up when doing a "Touch/Align" ?
I used to get it everytime, but now (since I am working on someone else's assembly) it doesn't come up at all.

Yes, there is a "trick", and I guess I found it . . .
Just make sure that your selection filer is set to "no selection filer" instead of something like "faces"
I can't tell you how many times I have been caught by the selection filter, and I should have known better
 
The selection filter has caught me off guard many a time. It is one of the few dialogs that I wish did not have the dialog memory and would just default to 'no filter'.
 
That was considered, but when you stop and think about what would happen if you needed to use the filter to help select something in a difficult situation and it was a sort of iterative workflow where you had to perform several task before continuing, it wouldn't be long before you'd start cursing over the fact that you had explicitly set your filter after every operation. BTW, make sure that you have the 'Reset Filters' icon enabled on your Selection Bar as that makes it very easy to 'Reset' the Type Filter back to the 'No Selection Filter' state.
