NX7.5 Copy and Paste 1

I have been on NX7.5 for a little while now, but this is the first time that I am trying to copy notes from one drawing and paste them onto a drawing in differnt file.
It used to be really easy.
Now when I attempt to paste I get a transform menu . . . and the handle appears to be based off of some weird point in space.
How do I paste the notes in the exact location on the drawing that they are being copied from ?

In that little dialog that pops up, set motion to none and it should paste at the same coordinate.
