Offshore Condensate Heater Outlet Temp for Condensate Stabilisation

Hi, in one of my previous project, I have an offshore facility which includes 3 stage separation and condensate heater in between to achieve the TVP / RVP spec of the condensate. Our client states that the maximum condensate heater outlet temperature should not be greater than 100 degC due to fouling. I have not come across this clause in the past and does anyone have any idea or comment on this? What is the fouling issue that the client is stating?

probably he is worried that all the water and light components will be boiled off and only heavies are left which is difficult to flow due to high viscosity.
