I would like to know the US/Canadian standard for the maximum permissible level of oil/Hydrocarbon in sludge used for land filling after bio-remediation technique.

drvis, Check with the local Regional EPA office, they can tell you exactly what the standards are for sludge in land applications. There is more to it than just an oil limit. There are also limits on toxic heavy metals, biological contamination, etc.

Your btex results will have to be submitted for review to the Provincial regulatory body. Each jurisdiction has different limits and different applications. I can provide some information for Alberta. What is the origin of the hydrocarbons (ie. sanitry waste vs oil industry)? That is key.
